(f) If a 8overnment unit operates s mater or sever syste= vithin the <br />city limits, the city may transfer some or all of its allocatiOn to that <br />government unit~ vhich shall be subiect to the same procedures aa the city <br />under aubsecti0o (e) of this section. <br /> <br /> (g) A county may at any time hy Tesolutlon transfer ac~ae or ail of <br />its suballocation to a city, or to a government unit authorized to provide <br />mater or sever services, vbich unit serves or vi11 serve cost.ers vlthln that <br />county. <br /> <br /> (h) Any city, county', or government unit adopting a resolution under <br />this Section shall'file a copy vith the State Budget Office vithlo 15 days of <br />its adoption. <br /> <br /> (i) If any city, county, or ~overnment unit that has a suhallocation <br />has not by December 31, 1986, committed some or all of its auballocation ~o a <br />project by submittin~ it to an appropriate State agency for approval as <br />provided by lay for rater or sever projects, the amounts not committed may no <br />lo.er be available to the city, county, or government unit. <br /> <br /> (j) The allocations for fiscal years 1985-86 and 1986-87 shall be <br />available as of July 1, 1985. The State Budget Office no later than July 20, <br />1985, aha11 notify each city and county of the amount of its soballocation for <br />each fiscal year. <br /> <br /> (k) State fonds for a project are encumbered vhen the city~ county, <br />or government unit certifies to the State ~udget Office that it has received <br />re~olatory approval for the project, or presents certification from the <br />Department of Human Resources and the Department of Natural Retonrces and <br />Co~ity Development tha~ no regulatury approval is required. ~he State <br />Budget Office shall disburse State funds for the State share upon execution of <br />contracts for the project by the city, county, or government u~it, and these <br />funds shall be considered to be available for spproprlatiou by the city, <br />coonty, or government unit for ohligatiou under the Local Government Budget <br />and Fiscal Control Act unless the local government is not subject to that act. <br /> <br /> (1) As used in this section: <br /> <br /> (1) "City" has the same meanint as in ~.S. 151~-1(1): and <br /> <br /> (2) "Government unit*' means a sanitary district, ~nter and <br /> sever luthority, mstropolltan rater district, metropolitan <br /> severale district, county rater and sever district, or <br /> other unit of government authorized to provide rater or <br /> <br /> (m) The State Budget Office, and tbs Departments of Human Resources <br />and ~atural Resources and Com~nity Develop~t shall jointly sub. it a report <br />that specifies projects fu~ed under this section, the a~ount and sources of <br />fundinE ~here non-State funds are used, the population ~erved by the project, <br />and the purpose and need addressed by the Project. ~he report shall be <br />submitted to the Joint Legislative Commission on Govern~ntal Operations by <br />January 150 19~6. and to the Fiscal Research Division, vith supplemental <br />reports on Hay 15, 1986, and February 1~, 1987. <br /> <br /> <br />
