Charles HcGinnis, County l~anager <br /> FROH: Robert H. ~naday, Sheriff <br /> <br /> Hr. McGinnis: <br /> <br /> T~o weeks ago the Clerk of Superior Court, Hr. Estus l~ite, informed me <br /> that effective October 1, 1985, his deputy clerks who work in the courtroom <br /> would no longer accept payment of fines and costs in the courtroom. I would <br /> have to furnish a bailiff to shuttle defendants from the District Court <br /> do~nstairs to the Clerk's Office ~he~e they ~ould pay fines. <br /> <br /> I advised ~. ~lte that this ~ould requi~e me to have t~o bailiffs in <br /> the courtroo~-instead of one. <br /> <br /> I tried to avert this situation by meeting ~th Hr. ~ite ~d Chief <br /> District Court Judge, Robert L. ~arren. Judge ~arren advised me that he <br /> had never liked the practice of the clerk accept~g money in the courtroom <br /> and was in full agreement ~th the Clerk's change of procedure. Judge ~arren <br /> advised ~hat two bailiffs would be required after October 1, 1985. Further <br /> meetings ~re held ~th the Clerk and Judge and further procedures ~ere worked <br /> out in consultation ~th our department. (Copy Attached) <br /> <br /> ~e addition of a second bailiff forced me to r~ove one patrol officer <br /> from a patrol squad and assign h~ to bailiff duty fullt~e in that ~e have <br /> District Criminal Court four days each ~eek. (~ree days in Concord and one <br /> day iu Kannapolts.) <br /> <br /> I explored all possible sections in ~. department for a man to assign to <br /> pemnent bailiff duties and could not find an available mn for this assistant <br /> ~4thout robbing one from pat~ol. <br /> <br /> Based on the foregoing circu~stances, I am requesting that the Board of <br /> County Comissionezs grant ~ the authority to hire one additional person to <br /> replace the ~n I have had to assign to pe~anent District Cour~ bailiff duties. <br /> <br /> P.O.
