FIRE PROTECTION R~SOLUTION ~hereas G.S. 153A-233 authorizes a county to maintain a fire department and provide assistance to incorporated volunteer fire departments, and G.S. 153A-234 authorizes a county to employ a fire marshal, whereas the Board of County Commissioners of Cabarrus County has determined that it is in the best interest and'ue~essary for the protectioo of the citizens of Cabarrus County and their property (a) to encourage and fi~ancially aid in the equipment, maintenance, and government of fire departments in the county in order that these departments can more adequately and efficiently protect life, public buildings, homes and other property iu Cabarrus County, (b) to establish a fire protection organization to work with and supplement the Cabarrus County Emergency Hana§ement organization, (c) to employ a fire marshal to coordinate fire fighting and fir~ prevention activities under the County~8 supervision sod control, (d) that an annual con~-~act for fire protehtinn is required between Cabar~us County and the fire departments, Now, therefore, be it resolved by the Board of County Commissioners of Cabarrus County, North Carolina: SECTION 1. Cabarrus County vii1 offer financial assistance for the maintenance and operation of any-fire department of a fire district or municipality, qualifying for financial assistance under the terms of this resolution~ in the amoua~ of $250.00 monthly, payable on or before the tenth day of each month, and by revenue collected from the fire district tax, provided a tax district has been established in accordance with G.S. 69-25 for the .area served. SECTION 2. A fire department desiring iinancial assistance under this resolution shall file a budget with the fire marshal of Cabarrus County by the first day of April each year for the following fiscal year. SECTION 3. The county fire marshal shall make regula~ inspections of each fire department receiving payments under this resolution. 'At least one inspsction shall be made annually'but the fire marshal may make other such inspections as deemed necessary. During the course of such inspections, the fire marshal shall determine whether the department is 'continuing tp meet the minimum standards as herein specified, and the findings reported to the Board of Commissioners. SECTION 4. If during any inspection ~he fire marshal detsr~ines that the fire department is not misting the minimum standards as set forth in this resolution, a notice of deficiency must be given bruiting by the firs marshal to the fire chief and at least two members of the corporation of the fire department.
