PROPOSAL <br /> BY <br /> THE CITY OF CONCORD BOARD OF ALDERHEN <br /> AND BOARD OF LIGHT AND WATER CO~ISSIONERS OF THE CITY OF CONCORD <br /> TO <br /> THE CABARRUS COUNTY BOARD OF CO~ISSIONERS <br /> <br /> For about te~ years, the Concord Board of Aldemen, via the Concord <br /> Board of Light and Water Commissioners, has been planning the Coddle <br /> Creek Reservoir and Water Filter Plant. This project has progressed <br /> to the point where Concord has obtained complete~ engineering plans <br /> and specifications, has acquired some 400 acres of the needed land, has <br /> sold bonds to acquire the balance of'the land, is exploring financing <br /> procedures for project development and is ready to proceed. <br /> <br /> The purpose of the Coddle Creek Project has always been to insure - <br /> the citizens 6f Concord and other customers of the Board of Light and <br /> Water Co~issioners a good, potable source of water. The action of <br /> the County Coneissioners have caused us to pause and reflect on our <br /> responsibilities as officials of the City of Concord to meet our citizens' <br /> water needs. Our first responsibility is to our residents and every <br /> action we take should and will be for their benefit. <br /> <br />- Currently, we have a contract with the Cabarrus County Con~nissioners <br /> to supply them 1,000,ODD gallons of water per day for five (5) years <br /> at mutually agreed upon locations. This contract expires in three (3) <br />" years more or less. We have never threatened to refuse to sell water <br /> to Cabarrus County. We will be pleased to renegotiate a ne~ contract. <br /> <br /> We propose that an agreement be reached between the County and <br /> <br /> the City to include the following items: <br /> <br /> 1. Cabarrus County shall agree to reimburse the Concord Board <br /> of Light and Water Conunissioners for fifty percent (50%) of <br /> all expenses to date incurred on the Coddle Creek Project. <br /> This shall include such items as engineering costs, surveyi'ng, <br /> feasibility studies, etc. <br /> <br /> <br />
