Little-Director

MEMO

To: Cabarrus Board of Commissioners, County Manager

From: Steve L. Little, Director
Cabarrus County Parks and Recreation Department

Subject: Recommendation For Bid Award of Lighting Fixtures
and Poles on Various School and Park Sites

In September, ~985, the Cabarrus County Parks and Recreation Advisory
Commission approved an Incentive Grant request submitted by the following:

(1) Proposed lighting of Bethel softball/baseball fields; and

(2) The proposed lighting of Mt. Pleasant Conmunity Park baseball/softball
fields. Both of these projects are funded on a minimum of a 5D~ matching
basis.

In August, 19B5, the Cabarrus-Rowan Park Commission approved the following
projects:

(1) Proposed lighting of Bakers Creek Park Tennis Courts Complex; and

(2) The proposed renovation of lighting system at Bakers Creek Park
ballfield. Both of these projects are funded through the Cabarrus-
Rowan Park Commission's Capital Outlay Budget. A detailed synopsis
of the projects is attached.

Even though the County was not funding the total cost of all of these projects,
it was determined that all the projects could possibly be funded at a reduced
cost if they were consolidated into one bid. Moreover, it was determined that
funds could possibly be sav&d if the major equipment, i.e. poles and fixtures,
were purchased by the County through direct bids to suppliers of this equipment.
This is a common practice among many cities and counties throughout North and
South Carolina.
