Notifications must be made in a manner that ensures that the visually and <br /> hearing impaired will receive them. Methods of providing notice include posting <br /> notices in public place~, publication in newspapers and magazines, announcements <br /> on radio and television. Statements of the policy against the handicapped discrim- <br /> £nation also should be included in recruitment materials and other publications. <br /> C. Recipients also must take continuing steps to notify the public of specific <br /> changes made to improve access to programs and activities by the handicapped. <br /> <br /> II. "Self-Evaluation--Trans~tion Plan" [Section 51.55(c); Section 51.55(k)(5)] <br /> A. Recipients have one year from the effective date of the regulations (by <br /> October 17, 1984) to "evaluate" programs and activities, policies and practices to <br /> determine areas of noncompliance with the handicapped discrimination regulations <br /> and make "nonstructural changes" to achieve compliance. Efforts should be ~de to <br /> involve handicapped individuals and their o~ganizations in the self-evaluation <br /> process. <br /> <br /> B. Recipients must determine areas~where,-~structural~changes~will~be needed <br /> as parr of the self-evaluation. If such changes are needed,~a'~recipi~nt~st-pre~ <br /> ~pare_,a~tr~h'§~itl~oh,~p~a~"~'whi~h'"wi'~l~'desc~ibe-how~the~'changes~will=be~made'°ver'a <br /> period?fl-6t,,.~t.6~.~a~,.~h~'e-~-years,,(no later than October 17. 19~6). The "plan" <br /> must, at a minimum: (a) identify physical obstacles in the government's facilities <br /> that limit the accessibility of its program or activity to the handicapped; (b) <br /> describe in detail the methods that will be used to make the facilities accessible; <br /> (c) specify the schedule for taking the steps to achieve full program accessibility; <br /> and, (d) indicate the person responsible for implementing the plan. <br /> C. Governments that ~eceive $25,000 in revenue sharing funds or more must make <br /> a copy of the self-evaluation and transition plan available for public inspection <br /> and maintain it on file for three years. <br /> <br /> <br />
