The Board of Commissioners of the County of Cabarrus, North Carolina, met in regular session in the County Commissioners' Meeting Room, Cabarrus County Courthouse, Concord, North Carolina, at 7:30 P.M., on February 20, 1984. Boger, Jr.% County Attorney'; At P.M., the Chairman of the Board of Commissioners of the County of Cabarrus (the Board) announced that the Board would proceed to hold a public hearing and would hear anyone who wished to be heard on the proposed issuanc6 by The Cabarrus County Industrial Facilities and Pollution Control Financing Authority (the Authority) of up to $3,800,000 industrial revenue bonds to finance the acquisition, construction and installation of a 9.84-acre tract of real property located at 145 Caldwell Road, Harrisburg, North Carolina, an approximately 55,000 square foot building on such tract and machinery and equipment for plastic 'injection molding and other plastic fabrication processes in such building (the Project). The Project would be operated by NC Plastics, Inc.,. a North Carolina corporation (the Company). The Chairman stated that the Authority had adopted a resolu- tion expressing its intention to issue revenue bonds and authorlz- ing the execution and .delivery of an Amended and R~stated Memo- randum of Agreement pertaining to the financing of the Project
