Such devices shall be accessibly'and Safely located, and the measuring system as specified by the Board shall be installed in accordance with plans approved by the County. The metering system shall be installed and maintained at the owner's expense according to arrangements that may be made with the Board. (b) Where any person discharging wastes to the sanitary sewers procures all or any part of his water supply from sources other than the Board, the person discharging said waste shall install and maintain at his expense water meters of a type approved by the approving authority for the purposes of determining the proper volume of waste discharged to such sewers. Section VI - Determination Of Character and Concentration of Wastes (a) Inspection, The industrial waste of each peeson discharging such wastes into the public sewers shall be subject to periodic inspection and a determination of character and concentration of such wastes shall be made monthly for all "major" contributors and annually or more often as may be deemed necessary by the County Manager or his authorized assistant for the "minor"contributors. Such inspection and tests shall also be made immediately after any process change which may affect thequantity or quality of the wastes discharged. The determination of "major" and "minor" contributor classifications shall be by the County Manager. {b} Samples. Samples shall be collected in such manner as to be representative of the actual quality of the waste. Laboratory methods used in the examination of such waste shall be those set forth in STANDARD METHODS as hereinbefore described. (c) Authority. The determination of the character and concentration of the industrial wastes by the Director or his duly appointed representatives shall be binding as a.basis for charges. (d) Cost, Total costs incident to the supervision, inspection, sampling and analyzing of wastes shall be included in the surcharge made to persons discharging wastes into the County's sanitary sewers. Section VII - Protection From Damage No person shall maliciously, willfully or negligently break, damage, destroy, uncover, deface or tamper with any structure, appurtenance OK equipment which is a part of the sewage works. Section VIII - Control of Prohibited Wastes (a) RegulatorX Actions. If waStewaters containing any substance described in Section II of this Ordinance are discharged or proposed to be discharged into the sewer system of the County or to any sewer system tributary thereto, the County Manager may take any action necessary to:
