Such devices shall be accessibly'and Safely <br />located, and the measuring system as specified by the Board shall be <br />installed in accordance with plans approved by the County. The metering <br />system shall be installed and maintained at the owner's expense according <br />to arrangements that may be made with the Board. <br /> <br /> (b) Where any person discharging wastes to the sanitary sewers <br />procures all or any part of his water supply from sources other than the <br />Board, the person discharging said waste shall install and maintain at <br />his expense water meters of a type approved by the approving authority <br />for the purposes of determining the proper volume of waste discharged to <br />such sewers. <br /> <br />Section VI - Determination Of Character and Concentration of Wastes <br /> <br /> (a) Inspection, The industrial waste of each peeson discharging <br />such wastes into the public sewers shall be subject to periodic <br />inspection and a determination of character and concentration of such <br />wastes shall be made monthly for all "major" contributors and annually or <br />more often as may be deemed necessary by the County Manager or his <br />authorized assistant for the "minor"contributors. Such inspection and <br />tests shall also be made immediately after any process change which may <br />affect thequantity or quality of the wastes discharged. The <br />determination of "major" and "minor" contributor classifications shall be <br />by the County Manager. <br /> <br /> {b} Samples. Samples shall be collected in such manner as to be <br />representative of the actual quality of the waste. Laboratory methods <br />used in the examination of such waste shall be those set forth in <br />STANDARD METHODS as hereinbefore described. <br /> <br /> (c) Authority. The determination of the character and <br />concentration of the industrial wastes by the Director or his duly <br />appointed representatives shall be binding as a.basis for charges. <br /> <br /> (d) Cost, Total costs incident to the supervision, inspection, <br />sampling and analyzing of wastes shall be included in the surcharge made <br />to persons discharging wastes into the County's sanitary sewers. <br /> <br />Section VII - Protection From Damage <br /> <br />No person shall maliciously, willfully or negligently break, damage, <br />destroy, uncover, deface or tamper with any structure, appurtenance OK <br />equipment which is a part of the sewage works. <br /> <br />Section VIII - Control of Prohibited Wastes <br /> <br /> (a) RegulatorX Actions. If waStewaters containing any substance <br />described in Section II of this Ordinance are discharged or proposed to <br />be discharged into the sewer system of the County or to any sewer system <br />tributary thereto, the County Manager may take any action necessary to: <br /> <br /> <br />
