L INTRODUCTION ' <br /> <br /> The Cabarrus County Water and Sewer Study Commission was established by <br />Resolution of the Cabarrus County Board of Commissioners on October 12, 1983. The <br />following persons were appointed by the Board to serve on the Study Commission: <br /> <br /> Mr, Brady Blacks Midland <br /> Mr. 3ira Blair, Kannapolis <br /> Mr, Bill Bonny, Mt. Pleasant <br /> Ms. Lena Bowen, Harrisburg <br /> Mr. Carl Brown, Kannapolis <br /> Mr. Tom Brown, Concord <br /> Mr. R.M. Faggart, Concord <br /> Mr. Gene S. Holbrooks, Kannapolis <br /> Mr~ Manuel Kiser, Concord <br /> Mr. Harold McEachern, Concord <br /> Mr. Melvin Rapes Kannapolis <br /> Mr. Archie Smith, Mt. Pleasant <br /> Mr, L.W. Whitley~ Midland <br /> <br />The following officers of the Study Commission were elected at its initial meeting: <br /> <br /> Mr. Bill Bonny~ Chairman <br /> Mr. 3ira BlaiG first vice-chairman <br /> Mr. Harold McEachern~ second vice-chairman <br /> <br /> The Resolution establishing the Study Commission charged it with reviewing the <br />upcoming bond referendum proposal for water line extensions and with reviewing the <br />overall water and sewer plan for Cabarrus County. The Study Commission was to report <br />any conclusions and recommendations that might result from that study to the Cabarrus <br />County Board of County Commissioners. <br /> <br /> The Study Commission established a meeting schedule of every other Wednesday <br />evening from 7:00-9:00 p.m. in the Commissioners' Room of the County Courthouse. <br /> <br /> The Urban Institute of The University of North Carolina at Charlotte was <br />contracted by Cabarrus County to provide staff assistance to the Study Commission. <br />This arrangement was begun at the November 2, 1983 Study Commission meeting. Bill <br />McCoy was the Urban Institute contact person for these services. <br /> <br /> <br />
