EXECUTIVE SUMMARY <br /> <br /> K. Conclusions <br /> <br /> The study process that the Commission pursued led to some general conclusions <br /> that the Commission would like to present to the Board oI County Commissioners. These <br /> conclusions are: <br /> <br /> 1, The proposed bond referendum for water line extensions is a reasonable first ~ <br /> step in providing an important component of the infrastructure for residential ,~- <br /> and industrial growth. <br /> <br /> 2. Cabarrus County should act as a lead agency in coordinating efforts to provide <br /> water and Sewer resources throughout the county. <br /> <br /> 3. Over the next two decades~ Cabarrus County will experience growth pressures <br /> largely coming from its close proximity to Mecklenburg County and more <br /> specifically from its close proximity to the burgeoning growth in the <br /> northeastern portion of Mecklenburg County. <br /> <br /> #. Growth pressures are more likely to be experienced by the western townships of <br /> Cabarrus Gounty~ which are the ones most closely related to Mecklenburg <br /> County. <br /> <br /> 5. Much of the pressure will be for residential development but employment <br /> opportunitites will also occur if infrastructure demands by industries can be <br /> provided by the County. <br /> <br /> 6. In addition~ growth that has occurred in the county has led to a deterioration in <br /> the quality of water available to the citizens of the county. <br /> <br /> 7. Whether or not the bond referendum is passed~ the County needs to devise a <br /> program for the implementation of the comprehensive water and sewer <br /> facilities plan. <br /> <br /> 8. While adequate sources of water~ water treatment capacities, and -;~astewater <br /> treatment facilities exist for present use demands~ planning for additional water <br /> sources and treatment facilities should be given a high priority. <br /> <br /> 9. Top priority should be given to locating, planning, developing, and implementing <br /> additional water sources. <br /> <br /> 10. To accomplish these goals~ Cabarrus County needs to establish a financial plan <br /> that will result in an orderly implementation of the planned water and sewer <br /> facilities. <br /> <br /> 11. The Study Commission appreciates the opportunity to study these issues given it <br /> by the Cabarrus County Board of Commissioners. <br /> <br />I I <br /> <br /> <br />
