University Place, the third "cornerstone" of the emerging <br /> University complex~ will be a mixed-use town center which has a <br /> "village center" atmosphere. To be developed in phases over the <br /> next dozen years, it will include a re§iona[ shopping center, a <br /> variety of type~ of office space, a conference center, hotel, <br /> research facilities~ a number of'residential optibns, convenience <br /> shopping, greenway parks~ lakes, pedestrian and bicycle paths, <br /> entertainment facilities and other people-oriented amenities. <br /> <br /> The plan's concepts are directed toward achieving a high quality <br /> mixed use development which is responsive to the natural features <br /> of the site and in keeping with Charlotte-Mecklenburg's Urban <br /> Development Center concept. A village scale atmosphere will be <br /> achieved by emphasizing small scale streets, village shops, office <br /> clusters, lakeside trails and walkways, woodland paths along <br /> streams, and open meadows. <br /> <br /> The plan includes a mixed-use area on the southern portion of the <br /> site and a medium and high density residential area on the <br /> northern portion of the site. Stream corridors will be developed <br /> Into a system of small lakes and pedestrian-oriented greenways <br /> linking University Place with the UNCC campus, the county's <br /> greenway system, an elementary school and University Research <br /> Park. The large open areas between stream corridors will <br /> accommodate large, high intensity uses which incorporate the <br /> amenities of the stream and Woodlands. An office, hotel <br /> co.nfe[ence center complex will be located between the largest <br /> lake and Highway 29, near the intersection of Harris Boulevard <br /> and Highway 29. A regional shopping and entertainment complex <br /> will be located on the large upland area west of the largest lake. <br /> Structured parking will be built into the hillside to serve both the <br /> shopping complex and offices located on the west shore of the <br /> lake. Convenience and student-oriented shopping will be located <br /> directly on Highway 29 across from the future access route to the <br /> campus. Residential development will be near the mixed-use <br /> areas, yet far enough removed so as not to be impacted by the <br /> activities. <br /> <br /> Residential development will be located to take advantage of the <br /> more sloping areas of thc site and focus on the amenities afforded <br /> by the Mallard Creek stream corridor and adjacent woodlands. <br /> The residential areas will be laced with pedestrian and bicycle <br /> trails and easy access to the Town Center will be provided. <br /> <br /> The result of both the growth that has recently occurred and the anticipated <br />growth is that certain pressures will be placed on Cabarrus County for the provision of <br />housing and related services. Dr. Clay commented that the provision of water and sewer <br />facilities is the most critical factor in locating major residential communities and in <br />locating employment opportunities that are likely to spin-off from the growth in <br />Northeast Mecklenburg County. <br /> <br /> <br />
