B. Phase I ~gate~ Line Extensions <br /> <br /> Since one of the elements of the charge to the study Commission was to review the <br />proposed water line extensions, much of its energies were directed toward a better <br />understanding of the proposed extensions as well as the proposed financing <br />arrangements. To assist the Study Commission in understanding this proposal, the final <br />engineering report including the maps of the areas of the county in which water lines <br />were to be placed were provided to the Commission. Excerpts from this plan were <br />prepared by the Cabarrus County Planning Department. This document is reproduced <br />below: <br /> <br /> WHAT'S BEING PROPOSED <br /> <br /> The Cabarrus County Board of Commissioners is proposing to construct <br /> Phase I water facilities of the Cabarrus County Water System. This first <br /> phase will serve seven separate areas. <br /> <br /> WHERE IS THE WATER COMING FROM <br /> <br /> The county presently has a bulk water purchase agreement with the <br /> Concord Board of Water and Light for at least 1,000,000 gallons of water <br /> per day (MGD). (This is sufficient to serve approximately 5,000 customers <br /> or 12,500 people.) Concord presently has treatment capacity of <br /> approximately 10 MGD with an average daily demand of about § to 6 MGD. <br /> <br /> WHO IS GOING TO OWN]OPERATE THE SYSTEM <br /> <br /> The Board of Commissioners has voted to establish a County Water and <br /> Sewer District to provide water in the seven service areas. Cabarrus <br /> County will maintain, own and operate all water facilities in these seven <br /> areas. <br /> <br /> WHEN WiLL THE SYSTEM BE DEVELOPED <br /> <br /> Tentatively, construction would begin in the latter part of igit~ and would <br /> be completed in the latter part of 1985. <br /> <br /> WHAT'S ALL THIS GOING TO COST <br /> <br /> The total cost of the proposed first phase of the Cabarrus County Water <br /> System is $11,060,000. A breakdown of expenditures and customers served <br /> is in the project cost summary. Cabarrus Gounty has received a loan/grant <br /> from the Farmer's Home Administration and a state grant to defray the <br /> major portion of this expense.
