The information concerning the Phase I water facilities evoked extensive <br /> discussions by the Study' Commission. These discussions centered on the following issues: <br /> <br /> l.) The use of a water and sewer district approach instead of a county- <br /> wide approach. <br /> 2.) The method by which the water facilities were to be funded. <br /> 3.) The placement of the water lines. <br /> tr.) The source of a water supply for the newly formed system. <br /> 5.) The method by which the new county water system was to be <br /> administered. <br /> 6.) The need for the county to cooperate with existing water and sewer <br /> providers. <br /> 7.) The sizing 'of the water pipes. <br /> 8.) The relationship of the proposed water line extensions with the <br /> general water and sewer facilities plan. <br /> <br /> Many of these issues were resolved during the study process~ and the Study <br />Commission has addressed some of the issues in the conclusions and recommendations <br />sections of the Report. <br /> <br />C.. The Water and Sever Facilities Plan <br /> <br /> The Study Commission was provided documents summarizing the various <br />engineering studies and plans, and agents of Hanningson, Durham~ and Richardson (HDR) <br />made presentations to the Commission on the current plans for water and sewer <br />facilities. <br /> <br /> The engineering firm of Pierson and Whitman developed the first general plan for <br />water and sewer facilities in the County. This plan was issued in 1978. In 1981, the <br />county engaged the engineering firm of Henningson, Durham, and Richardson (HDR) to <br />update the general plan taking into consideration the 1980 census data and planning <br />initiatives taken by the County. HDR has continued as the engineering consulting firm <br />for the County. When new funding options became available to the County, HDR was <br />asked to revise its plans in order to take advantage of a loan/grant program offered by <br />Farmers Home Administration (FmHA) ior water line construction. This program had <br />certain constraints that had to be considered by HDR in its revised planning. The <br />program required a certain user density before lines could be placed, required a service <br />area composed primarily of residential users, and required a specified level o! spending <br />by the County. The changes made in the original plain, therefore, were necessitated by <br />the constraints placed on the County by the funding agency. <br /> <br /> 13 <br /> <br /> <br />
