An excerpt from the minutes of the December 1% 1993 meeting of the Study <br />Commission is cited below to indicate the relationship of the first phase of water line <br />extensiol~s to the general plan. This review was done by Mr. Paul Watson who <br />represented HDR. <br /> <br /> Mr. Watson moved into a review of the phasing of water and <br /> sewer development for the County. He noted that the water line <br /> extensions currently being proposed are similar to the first phase <br /> of development outlined in the various engineering reports. He <br /> reviewed what has occurred in the planning process for the <br /> implementation of Phase I water line extensions. In this revie% <br /> the following points were covered: <br /> <br /> 1) The major water transmission line along U.S. 29 to Pitts <br /> School Road and north up that road for a short distance is <br /> currently under construction. <br /> <br /> 2) The financial arrangements for Phase I water line additions <br /> were reviewed. The County Commission has called a bond <br /> referendum of 7.2 million dollars. <br /> <br /> 3) Reviewed the use of the district concept. Noted that the <br /> proposed Water and Sewer District, is composed of three <br /> areas~ and that the area boundaries were drawn using <br /> natural features~ township boundaries~ precinct boundaries~ <br /> and the boundaries of other governmental entities. <br /> <br /> #) Watson showed a map that had the extensions proposed to <br /> be built after the current Phase is completed. <br /> <br /> a). Phase 2 (1986-1992) would cost <br /> approximately 5 million dollars <br /> b) Phase 3 (1992-2000) at a cost of <br /> approximately # million dollars <br /> c) Phase 0 (2000+) with no cost estimates <br /> given. This phasing would eventually <br /> provide an interconnected and looped water <br /> system. <br /> <br /> Watson then reviewed the county sewer facility plan. <br /> <br /> 1) Noted those aspects of the system now under design, <br /> which are composed of lines in the Harrisburg area <br /> and the Back Creek/Rocky River interceptor. The <br /> estimated cost is 2.q million dollars. <br /> <br /> <br />
