2) Phase I (present~1986) would include the Coddle <br /> Creek lnterceptor~ a small interceptor in the <br /> Kannapolls area~ and an interceptor in the Midland <br /> area at an estimated cost of 12 million dollars. <br /> <br /> 3) phase 2 (1986-1992) would include the Upper Coddle <br /> Creek Interceptor at an estimated cost of 2 million <br /> dollars. <br /> <br /> //) Phase 3 (1992-2000) would include the Mallard <br /> Creek/Rocky River interceptor at an estimated cost <br /> of 3 million dollars. <br /> <br /> After having received the various materials on the general plan~ the Study <br />Commission generally agreed that the proposed Phase I water line facilities were an <br />appropriate starting point for the provision of water to the County residents and <br />continued to be an integral part of the general water and sewer plan for the County. <br /> <br />D. ~ater Supply <br /> <br /> AlthoUgh the Study Commission understood from the outset that the County had <br />entered an agreement with the Concord Board of Light and Water for the provision of an <br />adequate supply of water to the newly served customers~ the water supply issue <br />continued to be one of the main topics of discussion for the Commission. Members of the <br />Commission were concerned that the County did not have an independent source of water <br />and realized that as the number of users continued to grow the existing sources of water <br />would not be adequate to serve the need. In addition~ having just experienced the severe <br />drought of the Summer of 1983 made the issue even more important. <br /> <br /> To address the water supply issu% the Study Commission heard from <br />representatives of the various entities that are now providing water to the customers <br />within the county. The following persons made brief presentations to the Study <br />Commission on this issue: <br /> <br /> Mr. Hugh Price~ Soil Conservation Service <br /> Mr. Tom Robinson~ Planning Director, Cabarrus County <br /> Mr. Ralph Alston, Mayor, Mt. Pleasant <br /> Mr. Tom Brown, Concord Board of Light and Water <br /> Mr. Melvin Rape~ Kannapolis Sanitary District <br /> <br /> Portions of the minutes of the 3anuary #, 198// meetlng are cited in order to <br />provide an overview of the water supply issue: <br /> <br /> The first speaker was Mr. Hugh Price of the Soil <br /> Conservation Service. Mr. Price reviewed some of the <br /> work that had been done over the last two decades in <br /> identifying and studying potential reservoirs in the <br /> county. His agency's primary interest is in flood control <br /> projects but most ol the identified sites could actually be <br /> used for multiple purposes: water supply and recreational <br /> uses in addition to flood control. <br /> <br /> <br />
