In response to questioning by Commission members~ Mr. <br />Price identified Coddle Creek (16 mgd)~ Dutch Buffalo (g <br />mgd), and Black Run (# mgd) as the best potential water <br />sources in the countyl and~ therefore~ as the best potential <br />sites for the construction of reservoirs. Mr. Price noted <br />that these three streams are ali cIaslfied A-2 (appropriate <br />/or drinking water). In response to a question from Mr. <br />Robinson~ Mr. Price said that the engineering data that had <br />been gathered by his agency were available to the county <br />as well as other parties interested in this question. <br /> <br />Mr. Robinson said that the Farmers~ Home Administration <br />has money available that can be used for water supply <br />purposes. Up to this time the county has not been eligible <br />because the criteria used by this agency included median <br />family income~ which is generally too high in the Piedmont <br />area of North Carolina for the localities to qualify for <br />these funds. Presently~ however~ a bill is going through <br />Congress to change the criteria. If this bill is passed, the <br />County would then become eligible /or the funds. <br />Therefore~ all the entities involved in identifying water <br />sources need to work together to identify the best possible <br />site and to do thb preliminary planning so that a proposal <br />can be made t° the Farmers~ Home Administration as soon <br />as the qualifying criteria are changed. <br /> <br />Mr, Ralph Alston~ mayor of Mt. Pleasant~ was introduced <br />and asked to review Mt. Pleasantts water supply program. <br />Mr. Alston said that Mt. Pleasant has a new and modern <br />treatment plant with a capacity of I mgd and the water <br />source in use yields 250~000-275~000 gallons per day, The <br />water supply and treatment capacity is more than adequate <br />to supply the needs of Mt, Pleasant ninety-five percent of <br />the time. It is only during severe droughts (such as this <br />past summer) that any water supply problem exists. Mt. <br />Pleasant is also pursuing vigorously the development of a <br />reservoir to enhance the water supply for the <br />municipality. Some years back Mt. Pleasant hoped to be <br />able to work with the Soil Conservation people In <br />developing the reservoir. When this did not prove feasible~ <br />Mt. Pleasant decided to proceed on its own and has been <br />successful in purchasing approximately 80 acres on which <br />to site a reservoir, Plans for the dam have been revised, <br />and a cost figure of approximately one million dollars is <br />associated with the revised plans. Mr. Alston noted that he <br />can get a grant /or $250~000 if the city is able to provide <br />matching funds of $750~000. <br /> <br />Mr. Tom Brown~ representing the Concord Board of Light <br />and Water and a member of the Water and Sewer Study <br />Commission~ provided an overview of water sources used by <br />Concord; He noted that the Board of Light and Water was <br />purchasing land on Coddle Greek for the siting of a <br />reservoir.
