C. The officers of the Cabarrus Authority for Water and Sewer serve a one <br /> year term and are elected at the first meeting of the Authority after <br /> July 1. Any vacancy that occurs among the officers during their term of <br /> office is filled at the next meeting of the Authority. <br /> <br />V. Duties, Powers, and Respou~ibllities of the Cabarrus Authority for Water m~d Sewer <br /> <br /> A. The Authority is to discharge the duties prescribed in this ordinance as <br /> well as any additional ones given it by the Cabarrus County Board of <br /> County Commissioners. <br /> <br /> B. All meetings and activities of the Authority are to meet the conditions <br /> prescribed in North Carolina's Open Meetings Statute. <br /> <br /> C. Any member or alternate who does not attend at least 75% of the <br /> Authority's meetings during any year resigns by default, and that position <br /> is filled in the manner noted above. <br /> <br /> D. As soon as practical after the formation of the Authority, the Authority <br /> will write By-Laws to be considered by the Cabarrus County Board of <br /> County Commissioners. <br /> <br /> E. The Authority is to be the County's lead agency for all matters <br /> pertaining to the planning, constructing, and maintaining of water and <br /> sewer facilities and water supply facilities. <br /> <br />VI. The Cabarrus Authority for Water and Sewer is to begin its duties on July i, 1984 <br /> or as soon thereafter as the County Commission enacts enabling legislation. The <br /> official year for the Authority runs from July 1 to June 30. <br /> <br /> <br />
