STATE OF NORTH CAROLINA) <br /> <br />COUNTY OF CABARRUS ) <br /> <br /> I, , Clerk of the Board of Commiss- <br />ioners of the County of Cabarrus, DO HEREBY CERTIFY, as follows: <br /> <br /> 1. A regular meeting of the Board of Commissioners of the <br />County of Cabarrus, (the "Board") a county of the State of North <br />Carolina, was duly held on May 7, 1984, proper notice of such <br />meeting having been given as required by North Carolina statutes, <br />and minutes of such meeting have been duly recorded in the Minute <br />Book kept by me in accordance with law for the purpose of recording <br />the minutes of the Board. <br /> <br /> 2. ! have caused proper Notice of the Public Hearing portion <br />of such meeting to be published at least fourteen days prior to <br />such meeting and to be delivered to the Secretary of the Department <br />of Commerce at least three working days prior to such meeting, <br />each as required by Department of Commerce Rule Section 1E-.0204. <br /> <br /> 3. I have compared the attached extract with the minutes so <br />recorded and the extract is a true copy of the minutes and of the <br />whole thereof insofar as the minutes relate to matters referred to <br />in such extract. <br /> <br /> 4.
