Dear Mr. McGinnis: As you have been advised, by the attached letter dated May 7, 1984 and addressed to Harold Nash~ the National Park Service has officially approved a $100,000 Grant for the North Kannapolis Community Park Project, named on May 17, 1984 by the Cabarrus-Rowan Park Commission "Bakers: Creek Park". The Cabarrus Board of Commissioners approved a resolution on June 6, 1983 committing $50,000 towards the 50% matching share of this Grant Application. Moreover, the Cabarrus Commissioners appropriated $48,750 towards the project while the Rowan Board of County Commissioners appropriated $20,000 for the project, which gives a total development budget of $118,750, $18,750 more than the minimum required to qualify for the Grant. In order for the Cabarrus-Rowan Park Commission to begin construction, the Cabarrus Board of Commissioners must enter into an agreement with the Department of Natural Resources and Community De- velopment, the State Agency that administers the Land and Water Conser- vation Fund in North Carolina. That agreement was forwarded to you by Mr. James Stevens, the State Director of the Division of Parks and Recreation. Meeting in regular session on May 22, 1984, the Cabarrus-Rowan Commission unanimously recommended that the County Commissioners approve this agree- ment so project construction can begin immediately. The matching share of funds for this project were appropriated in the fiscal year 1983/84 budget and will be fund balanced into the fiscal year 1984/85 budget. Therefore, no additional appropriations are necessary to qualify for the grant. Your support of our recommendation is appreciated.
