REPORT OF cABARRUS COUNTY ~.BRARY BRANCH <br /> STUDY TASK FORCE <br /> <br /> June , 1984 <br /> <br /> The task force appointed by the Cabarrus County <br />Commissioners has studied the need of the county for a branch <br />library system and makes the following recommendations: <br /> <br />1, That Cabarrus County establish a Board of Library <br />Trustees as contemplated by N.C.G.S. 153A-266 compbsed of sev~n <br />members, and confer on such trustees the power and duty to: <br /> <br /> A. Negotiate (in cooperation with the County <br />Manager) and recommend to the County Commissioners f~r appro- <br />val a contract with the City of Concord providing for the <br />City of Concord to administer a county-wide library system. <br /> <br /> B. Review the budget prepared by the director of <br />the library system and recommend, on an annual basis, the <br />budget for the county-wide library system. <br /> <br /> C. Recommend to the county manager, after con- <br />sultation with the head librarian of the Charles A. Cannon <br />Memorial Library, the hiring and compensation of branch <br />library personnel. <br /> <br /> D. Monitor library needs in Cabarrus County and <br />make appropriate plans to provide library service for pre- <br />sent and future needs. <br /> <br /> E. Negotiate and recommend to the County Manager and <br />the County Commissioners the terms and conditions of any loca- <br />lity supplements to basic county library service. <br /> <br /> F. Participate'in the supervision of the construction <br />of future.branch libraries and make recommendations to the <br />County Commissioners concerning the construction and improve- <br />ment of buildings and other assets for the library system. <br /> <br /> G. Extend the privileges and use of the library <br />system to nonresidents of the county on any terms or con- <br />ditions the board may prescribe, in consultation with the head <br />librarian of the Charles A. Cannon Memorial Libary. <br /> <br /> <br />
