Robinson/Planning Director TSP. <br /> <br /> DATE: June 12, 1984 <br /> <br /> SUBJECT: Update of County's 1977 Overall Economic Development Plan <br /> <br /> An update of the County's 1977 Overall Economic Development Plan has been <br /> prepared and needs review and approval by the Board of Commissioners Monday, <br /> June 18, 1984, if at all possible. <br /> <br /> One of the prerequisites in applying for Federal Economic Development <br /> Administration (EDA) assistance for a wide range of economic development projects <br /> is an active Overall Economic Develo~lent Plan for the area. As you are aware <br /> the Town of Mount Pleasant has applied for EDA assistance to fund construction <br /> of a water impoundment. EDA has tentatively approved a $600,000 grant to the <br /> Town of Mount Pleasant for that purpose. In Order for final approval to be <br /> given, there has to be evidence of an "active" OEDP for the County. Mount <br /> Pleasant needs to receive EDA approval before July 31, 1984, so that it does <br /> not lose the Cannon Foundation matching grant of $250,000. This is the reason <br /> for asking that the update be approved Monday. <br /> <br /> Mr. Dale Jones, the State representative for the Economic Development <br /> Administration has stated that an update of the ,numbers" in the 1977 OEDP would <br /> suffice. The Planning Department pushed to complete this update in the required <br /> time period. The updated plan is basically the same as the 1977 plan with certain <br /> changes in format and more up-to-date numbers. <br /> <br /> In order for Mount Pleasant to receive their grant, I recommend that the <br /> Board of Commissioners adopt this updated OEDP. I would further recommend that <br /> the Board give consideration to forming an OEDP committee to review the update <br /> further and make more recommendations concerning economic development in the <br /> County. This effort would help focus county attention on economic development <br /> needs and would give the County a viable active OEDP in case other opportunities <br /> for EDA funding arise. <br /> <br /> Due to final editing and typing constraints, I do not have the final copy <br /> ready for your agenda package but can see that the OEDP is hand delivered Friday <br /> so each Commissioner can review the ~lan before Monday's meeting. <br /> <br /> <br />
