Lentz <br /> Chairman, Cabarrus County <br /> Board of Commissioners <br /> Post Office Box 707 <br /> Concord, NC 28025 <br /> <br /> Dear Commissioner Lentz: <br /> <br /> Under the authority of G.So 115D-5(a) and the State Board of Community <br /> Colleges~ Rule 23 NGAc 2A.OD01 and at your request, ! appointed a <br /> study team to conduct an analysis of the educational delivery needs of <br /> Cabarrus County within the mission of the Community College System. <br /> The study team has concluded its on-site visitation and has presented <br /> its findings to me. <br /> <br /> Dr. Edward H. Wilson, Jr., chairman of the study team, requested <br /> Mr. Charles McGinnis and his staff to schedule times and places con- <br /> Venient to all interested or affected individuals to discuss their <br /> ~pecific concerns with the study team. <br /> <br /> Dr. Wilson and his team considered a variety of alternative delivery <br /> plans, and they met with approximately sixty individuals during the <br /> visit. The team met with numerous community and business leaders, law <br /> enforcement and fire department representatives, hospital administra- <br /> tors, mayors of two municipalities, superintendents of schools, <br /> educators, Cabarrus County advisory committee members for both Stanly <br /> Technical College and for Rowan Technical College, representatives of <br /> the General Assembly, county commissioners, and members of the boards <br /> of trustees of the two institutions. The study team members also <br /> conducted interviews with individuals selected at random in the <br /> county, <br /> <br /> I am of the opinion that the assignment has been completed to the best <br /> of our abilities and without political constraints. The overriding <br /> and nondebatable issue facing the study team was to recommend a <br /> delivery system that would best meet the educational requirements in <br /> Cabarrus County as they pertain to the Community College System. <br /> <br /> <br />
