Lentz Chairman, Cabarrus County Board of Commissioners Post Office Box 707 Concord, NC 28025 Dear Commissioner Lentz: Under the authority of G.So 115D-5(a) and the State Board of Community Colleges~ Rule 23 NGAc 2A.OD01 and at your request, ! appointed a study team to conduct an analysis of the educational delivery needs of Cabarrus County within the mission of the Community College System. The study team has concluded its on-site visitation and has presented its findings to me. Dr. Edward H. Wilson, Jr., chairman of the study team, requested Mr. Charles McGinnis and his staff to schedule times and places con- Venient to all interested or affected individuals to discuss their ~pecific concerns with the study team. Dr. Wilson and his team considered a variety of alternative delivery plans, and they met with approximately sixty individuals during the visit. The team met with numerous community and business leaders, law enforcement and fire department representatives, hospital administra- tors, mayors of two municipalities, superintendents of schools, educators, Cabarrus County advisory committee members for both Stanly Technical College and for Rowan Technical College, representatives of the General Assembly, county commissioners, and members of the boards of trustees of the two institutions. The study team members also conducted interviews with individuals selected at random in the county, I am of the opinion that the assignment has been completed to the best of our abilities and without political constraints. The overriding and nondebatable issue facing the study team was to recommend a delivery system that would best meet the educational requirements in Cabarrus County as they pertain to the Community College System.
