Lentz <br />Page 2 <br />August 2, 1984 <br /> <br />We make the following recommendations: <br /> <br /> (1) Rowan Technical College is and shall remain the primary <br /> provider of curriculum programs and continuing and adult <br /> education courses within Cabarrus County. <br /> <br /> (al Citizens from Cabarrus County wishing to enroll in <br /> courses or curriculum programs on the campus of any <br /> institution in the Community College System have been <br /> and will continue to be able to do so. <br /> <br /> (b) The designation of Rowan Technical College as primary <br /> deliverer of services refers to those curriculum <br /> programs and continuing and adult education courses <br /> taught within the boundaries of Cabarrus County. <br /> <br /> (c) Stanly Technical College may continue to offer <br /> continuing and adult education courses in Cabarrus <br /> County for those industrial firms and volunteer fire <br /> departments it presently serves, including the <br /> continuation of the contractual agreement with the <br /> private cosmetology school in Concord. <br /> <br /> (d) Stanly Technical College may offer additional programs <br /> and courses in Cabarrus County with the approval of <br /> Rowan Technical College. The approval and any <br /> conditions of the approval shall be stated in a written <br /> agreement signed by the presidents of both colleges. <br /> This agreement shall state that Rowan Technical College <br /> is unable to provide the programs requested in Cabarrus <br /> County and, therefore, requests Stanly Technical <br /> College to assume that responsibility. The agreement <br /> shall be on a course-by-course basis unless otherwise <br /> specified. <br /> <br /> (2) Rowan Technical College shall be strongly encouraged to <br /> expand its services in Cabarrus County to meet the educa- <br /> tional needs of the citizens of Cabarrus County in a respon- <br /> sive manner and on a timely basis. In addition, Rowan Tech <br /> should also explore the possibility of the joint utilization <br /> of available facilities, increase efforts in the concurrent <br /> and dual enrollment of eligible students in programs, and <br /> use cooperative agreements between the public schools and <br /> ~ostsecondary institutions as provided by the Huskins' <br /> ill. <br /> <br /> (3) Rowan Technical College should pursue with the county <br /> commissioners of Cabarrus County and the Board of Trustees <br /> of Rowan Technical College the establishment of a satellite <br /> campus. This campus should be sufficient to provide for the <br /> majority of the educational programs needed by the Cabarrus <br /> County citizenry. <br /> <br /> <br />
