Lentz <br /> Page 3 <br /> August 2, 1984 <br /> <br /> (4) Cabarrus County should not be encouraged to pursue a formal <br /> consortium arrangement or the establishment of an indepen- <br /> dent institution at this time. <br /> <br />History and present conditions indicate that Cabarrus County should <br />have its educational needs met by Rowan Technical College. When Rowan <br />Technical College determines it cannot fully meet these needs, it may <br />under formal agreement arrange for its "sister" institutions to assist <br />in meeting the educational and training needs in Cabarrus County. <br />Such is the long-standing precedent throughout the system in areas <br />where similar situations exist. <br /> <br />We feel that the arrangement as reflected in our recommendations will <br />provide the best delivery system for the citizens of Cabarrus County <br />while avoiding the duplication of educational and training services. <br />The principles undergriding the recommendations will also serve as a <br />basis for the solution of any similar situation that may occur in the <br />Community College System. We must make every effort to prevent a <br />"bidding war" between our institutions over serving a county without <br />an institution. <br /> <br />On behalf of the Department of Community Colleges and the members of <br />the study team, I wish to thank Mr. McGinnis and his staff for the <br />many courtesies extended to the members of the study team during their <br />stay in your county. <br /> <br /> Robert W.
