McGinnis <br /> County Manager <br /> County of Cabarrus <br /> Post Office Box 707 <br /> Concord, NC 28025 <br /> <br /> RE: Offer To Extend Services To Cabarrus County <br /> <br /> Dear Mr. McGinnis: <br /> <br /> In accordance with a directive from Mr. Lester Moore, Director of <br />the Division of Economic Opportunity, the Charlotte Area Fund (CAF), <br />Inc. wishes to formally extend an offer to provide services to the <br />low-income residents of Cabarrus County under the Commuhity Services <br />Block Grant (CSBG) and the Community Action Partnership Program <br />(CAPP). Mr. Moore has asked that all community action agencies which <br />have contiguous counties not served by the CSBG Program make a written <br />offer to extend services. Under the provisions set out by the N. C. <br />General Assembly, your County Commissioners are given the following <br />options: <br /> <br /> 1. Join an existing community action agency which will enable <br /> you to participate in the allocation of funds under both the <br /> Community Services Block Grant and the Community Action <br /> Partnership Programs. <br /> <br /> 2. Designate a private non-profit agency, other that an existing <br /> community action agency. In this case, the agency will only <br /> receive funds under the Community Action Partnership Program. <br /> As indicated under the legislation, such a designation would <br /> require a specific structure for eligible agencies. <br /> <br /> 3. Advise the community action agency and the Division of <br /> Economic Opportunity that you do not wish to participate in <br /> either program at this time. <br /> <br /> <br />
