Page 2 <br />Memo <br />November 30, 1982 <br /> <br />· In can be a tool for local businessmen to help improve the local labor pool, <br /> by training persons to fill private sector jobs, and by seeking maximum <br /> involvement of and utility to the private sector. As such, it can be <br /> designed to be of major benefit to local economic deVelopment efforts and <br /> local employers. <br /> <br />· It can insure a pass through of a fair share of funds (ranging from $330,000 <br /> co $650,000 dollars per county). Of course, the State might pass through <br /> a fair share even if a county is not playing an active role, but in the past <br /> it has had a tendency to hold back 10-15% of allocations, usually to devote to <br /> State geographic or program priorities. <br /> <br />· Finally, it can be an opportunity to design programs and policies from the <br /> local level upward, rather than from the top down. <br /> <br />TO TA-KE ~VB2~TAGE OF THESE BENEFITS, LOCAL GOVEP~N~NTS ~ST BE PART OF A SERVICE <br />DELIVERY A_P, EA· 0nly Charlotte (and perhaps Gaston County) will be designated a <br />service delivery area (SDA), other counties would have to join together to <br />request such a designation. This request will have to be made to the Governor <br />in February or b~rch, 1983. <br /> <br />Centralina proposes to act as a consortium on behalf of any counties in our Region <br />not allowed to be their own Service Delivery area. This proposal is subject to <br />COG Board approval in January, and local government resolutions (by involved member <br />counties) by February or early March, 1983. <br /> <br />As the SDA, Centratina would structure the program in such a way as to pass through <br />any (or all) of the local options to each county, based on its level of interest. <br /> <br />A detailed list of options and timetable is attached for your information. <br /> <br />i will be calling you soon for an appointment to discuss this issue in the next <br />two weeks.
