BKZEi:TXG: PROPOSAL OF A JOINT ..L?r~LiCRi'iO:! BY CABARF',U~ A~I9 R05YAN

COUNTIES FOR A >LASS TP~);SIT FEASIB~L!TY STUDY

Euly ~, 1980

'Daily services of fixed route transit :.:ere ~erm..~{nated last month
by the Kannapoli$ Transia C. cmpany. This system served portions of Red-.mn
and Cabarrus Counties in the China Grove-Landis-Kannapolis (Rowan)
Kannapolis (Cabarrus) and Concord. The Rowan and Cabarrus Planning
staffs are concerned about the lack of a mass transportation system in
this area. To address ~his concern, it is proposed chat a mass trans-
portation feasibility study be prepared for the Counties of Rowan and
Cabarrus including the urbanized areas of China Grove, Landis, Kanna-
potis, and Concord.

A need is apparent in this area for mass transportation co aide
local industries, human services, and ~eneral transportation. With the
ever increasing cost of fuel and the rising cost of operacing an auto-
mobile, mass transit is a more economical and practical method of trans-
porting people', from one ~oint to another.

Several industries in this area are large trip generators and
create a subs;atrial amount of automobile use. k~ith the present energy
situation, some sort of mass transportation system should be designed
to provide access to and from work as an alternate mode of transporta-
tion.

There is an ever increasing demand on human services vehicles
provide transTortation for handicapped, elderly, and low-income citi-
zens, A mass transportation system in southern Rowan and the urbanized
areas of Kannapolis and Concord (Cabarrus County) should decrease the
demand and large costs of the present human service transit in both
counties.

In chis area, there are four centre! business dis'tricts, also many
neighborhood and regional shoppiag facilities. At the present ~ime,
the general public must depend on the use of the automobile for incra
and inter city transportation. A mass transportation system would
provide an alternate mode of transportation for the ~enera! oub!ic.

it is suggested by the P!annin~ saaffs of Cabarrus and Rowan Count-
its that a "mass transit feasibi!.iuy study" be oreoared for the China
Grove to Concord urban area. The fe.=.sibi!ity study should address the
possibility of establishing a mass transit fixed ronne bus system and/
or a response transportetion system like van pooling, car pooling and
human services ,:ransit for the !ow-incom. e, elderly, and handicapped.
A major concentration of this study will be identifying a mass trans-
portation system r~hat is ~i'e mos_~ beneficial to the local industries ~-n
assuring aransporcation for ey?ioyees to e. nd from work, and to coordi--
hate services with those provided by existing cransporaation suppliers,
both inside and outside the st'udy area. The resnlaing study should
provide information as to the i~.osu sui~ab!e tra~,sit system for the area,
with detailed inform, alien as co ko:.~ to establish it costs, and f~urces
of funding.
