Guidelines for Small Busieess Administration <br /> <br /> 1, All projects must be carried out before October 1, 1983. <br /> <br /> .ill contracts for services will be awarded only to contractors <br /> who qualify as small businesses (not over 70 employees). <br /> <br /> 3. Supplies purchased will be procured ouly from businesses which <br /> would qualify as small businesses. <br /> <br /> 4. But for the grant, the' work to be performed would uot be performed <br /> prior to October 1, 1983. <br /> <br /> 5. Individuals employed by the applicant or through a contractor <br /> shall only be individuals who are unemployed cud who are not <br /> drawing unemployment compensation. This should be verified with <br /> the local or regional office of the Employ~..ent Security Commission. <br /> <br /> 6. Reasonable attempts will be made to assure that the funds result <br /> in emplo)~ent of the maximum number of otherwise unemployed <br /> individuals and will result in benefits of lasting value to the <br /> public. <br /> <br /> 7. All plantings or development or rehabilitation work will be performed <br /> in public parks and recreational areas or other publicly controlled <br /> or o~ed lands. <br /> <br /> 8. Reasonable efforts will be made either from grant funds or other <br /> funds to assure that any plantings ara appropriately watered or <br /> cared for until they are established. <br /> <br /> 9. Applicants will comply with other procedures required by the Small <br /> Business Administration or State. <br /> <br />10. Applicants must possess adequa~ grant management capabilities, <br /> <br />11. Applicants will comply with Title VI of the Civil Rights Act of 1964. <br /> <br />12. Applicants shall comply with applicable regulations, policies, guide- <br /> lines and requirements including Ob~ Circulars A-87 (Cost Principles <br /> for State and Local Governments) and A-102 (Procurement Standards). <br /> <br />13. A resolution, motion or similar actiou should be adopted or passed <br /> as an official act of the applicant's governing body, authorizing <br /> the filing of the application, and Authorizing an official represent- <br /> ative to act in connection with the application. <br /> <br /> <br />
