NATIONAL <br /> ASSOCIATION <br /> of <br /> COUNTIES <br /> <br /> ......... ~021.~93-6226 <br /> <br /> July 5, 1983 <br /> <br />Dear Chief Elected County Official: <br /> <br /> On December 3, 1982, the United Nations General Assembly proclaimed <br />the period 1983-1992 as the "Decade of Disabled Persons." As follow up <br />to the International Year of Disabled Persons (IYDP), this UN action <br />recognized the long-term nature of the problems and opportunities affecting <br />the world's half-billion disabled persons, including 35 million Americans. <br /> <br /> I am Writing to give you an opportunity to join with hundreds of <br />elected officials and organizations in supporting the Decade of Disabled <br />Persons spearheaded by the National Organization on Disability. A descrip- <br />tion of the four-point program which your county can adopt is attached. <br /> <br /> NA£o's Human Services Steering Committee approved a resolution supporting <br />the United Nation's proclamation of 1983-1992 as the Decade of Disabled Persons <br />during the Western Interstate Regional Conference. The resolution will be <br />brought before the entire NACo membership for approval during the Annual Con- <br />ference in Milwaukee, Wisconsin. A copy of the resolution is attached. <br /> <br /> In these times of fiscal restraint, it is essential that disabled persons <br />be provided with opportunity.
