WHEREAS, The United Nations has nfficially proclaimed the period 1983-1992 as the Decade of Disabled Persons and has Urged all nations and organizations to continue tlie momentum of the 1981 International Year of Disabled Persons in improving the quality of life for the World's half-billion persons with disabilities; 2. WHEREAS, the International Year of Disabled Persons led to widespread commitment and ac- tion to further the full participation of America's 35 million persons with disabilities in all aspects of national and commnnity life; 3. WHEREAS, the International Year observance led to the proclamation by the President and the Congress of the United States of 1982 as the National Year nf Disabled Persons, to the formation of the Natiooal Organization on Disability and to the widespread nse of the slogan, "Meeting the Challenges Through Partnerships"; 4. WHEREA5~ lhese partnerships between persons with and withoo~ disabilities; between govern- nient and the private secto~j and among state~ local and national organizations are cotltinuing ~o im- prove the Iix es o~ Americans ~ itb disa[ ilifies; and 5. WHEREAS, further progress should be made in the United orates toward increasing onderstan- ding of the unmet needs and potential contriontinn of America's disabled citizens in ft rthera ~ce of the following long-term goals of and for disabled persons as set forth during the 1981 and 1982 observances: ~Expanded [ducational Opportunity ~lmpr0ved Access to Housing~ Buildings and Trm~sporlation ~Greater Opportunit7 for Employment ~Greater Participation in Recrealiooal~ Social and Cnltnral Activities --Expaoded and Ctrenglhened Rehabilitation ~rograms and Facilities --Purposeful Application o~ Biomedical Research Aimed at Cnnquering Ma~or Disabling Conditions --Reduction in the Incidence of Disability throngh Accidenl and Disease Prevention --Increased Application of Technology to Ameliorate the Effects of Disab~lily --Expanded International Exchange of Information and Experience to Benefit All Disabled Persons. Now, therefore, but it RESOLVED, that snpports the World Program of Action and Decade of Disabled Persons of 1he United Nations; and RESOLVED, Ihat' joins with the National Organization on Disability as a national padoer in furthering the above long-term goals of and for Americaos with disabilities.
