WHEREAS, The United Nations has nfficially proclaimed the period 1983-1992 as the Decade <br /> of Disabled Persons and has Urged all nations and organizations to continue tlie momentum of the <br /> 1981 International Year of Disabled Persons in improving the quality of life for the World's half-billion <br /> persons with disabilities; <br /> <br /> 2. WHEREAS, the International Year of Disabled Persons led to widespread commitment and ac- <br /> tion to further the full participation of America's 35 million persons with disabilities in all aspects of <br /> national and commnnity life; <br /> <br /> 3. WHEREAS, the International Year observance led to the proclamation by the President and the <br />Congress of the United States of 1982 as the National Year nf Disabled Persons, to the formation of <br />the Natiooal Organization on Disability and to the widespread nse of the slogan, "Meeting the Challenges <br />Through Partnerships"; <br /> <br /> 4. WHEREA5~ lhese partnerships between persons with and withoo~ disabilities; between govern- <br />nient and the private secto~j and among state~ local and national organizations are cotltinuing ~o im- <br />prove the Iix es o~ Americans ~ itb disa[ ilifies; and <br /> <br /> 5.
