Rhyne, M.D,, M.P.H., Head <br /> Maternal and Child Health Branch ~. <br /> sUBJECT: Supplemental MCH Block Grant F.an~g~ <br /> <br /> Th~:JobS Bill (P.L. 98-8) enacted by Congress included a one-nime $110 <br /> million supplemental appropriation for the Materna! and Child Health <br /> block grant. NOgth Catolina[s share of this supplemental appropriation <br /> amounted to $3;3 million; We have sought input from the Health Directors <br /> Association, the Pediatric and OB/GYN Societies and other interested <br /> groups in developing an expenditure plan for these fonds. That plan <br /> calls for allocating $1,542,000 to local health departments on a fomula <br /> basis. The Governor and General Assembly have approved this plan, and <br /> the State Center for Health Statistics and the MCH Branch have detemined <br /> each county's share of the Jobs Bill funding based upon the following <br /> factors: <br /> <br /> 1. A minimum base allocation of $3,000 for each county. <br /> 2. The number of pregnant women~ infants and children <br /> in each county who live below the federal poverty level. <br /> 3.The ratio of each county's infant mortality rate to the <br /> State infant mortality rate. <br /> 4. The ratio of each county's percentage share of total <br /> State need (as defined in f/l and it2 above) to its <br /> percentage 'share of total State funding. <br /> 5. Management considerations such as a count?s ability <br /> to utilize MCH funds (i.e. lapsing rate), the scope <br /> of MCH se~ices offered by each county (e~g. maternal <br /> health, child health, school heal,h, CC case funding), <br /> etc. <br /> <br /> Please note that this allocation plan does not facnor in perfomance. <br /> We are currently working with the MCH Liaison Committee of the Health <br /> Directors Association to detemine what factors should be used to define <br />.......... county-perfo~ance, Should Congress make any or a!l of these supple- <br /> mental funds Continuation, we will rea!locate them to local health <br /> meats in ~' 1984-85 on the basis of need, performance, degree of under <br /> and over fundins, and management considerations.
