I
Local Health Diraators
July 13, 1983
Page 2

received the endorsement of the Health Director's Association and ms
consistent with the recommendations of the Equity Com=mittee.

The Cabarrus Health Department's Allocation of
supplemental MCH block gran~ funds amounts to $-5,176 In order
to receive these funds, your department must submit to Contracts
Administration by October !, 1983 a revision to your MCH contract budget
and m one-page narrative on how the funds will b~ used to enhance,
expand or maintain MCH services in your county or district. A copy of
both must also be sent to the 5~C Supervisor in your region. Budget
revisions submitted witbout the accompanying one-page narrative will
not be approved by the MCH Branch.

Should your department non be able go utilize the total amount of funds
allocated, please budget only that par~ of the allocation you actually
need. The surplus funds will then be reallocaned to other health depar£-

The supplemental funds may be budgeted in ~n_J! line-item available on
the MCH contra~t budget. Please'b~Z~d~d, however, that this is'one-
time funding, We have no assurances that Congress will make any of it
continuation. Therefore, we advise against using these funds to support
personnel. We suggest using the funds in ways that would non involve
recurring costs (i,e. purchase of prenatal vitamins, urine cultures,
contraceptives, other medical and/or office snpplies, or supplement your
existing allocations of School Health and Delivery Funds).

Funds may not be used for the purchase or improvement of land or buildings
or the purchase of maoor medical equipment. Justification must be
included in your one-page narrative for any proposed equipment purchases.
Funds may not be used to replace other local, state, and federal funds.

We are pleased to be in a position to offer these funds to yon and
believe they will be of assistance in making up some of the losses
incurred over the last several years due to inflation and federal budget
cuts. Should you need further guidance, please contact your Regional
NCC Supervisor, Regional MCH Nursing Consultant, Administrative
Procedures Consultant, or Central Office MCH Program Manager.

JLR/BG/mf

cc: Dr. Raphael DiNapo!i
}is, Margaret Woodcock
Dr. Verna Barefoot
Mr. Art Danielson
Regional NCC Supervisors
Regional MCH Nursing Consultants
Central Office MCH Staff
Administrative Procedures Consultants
