As you may know, the educational programs offered through the statewide
Co~m~unity and Technical College System are supported primarily with state funds,
However, the cost of operating and maintaining the physical plants that house
these programs is a local responsibility. Our local budget request to the
Cabarrus Commissioners last spring was based on supporting very limited and
unsatisfactory facilities, At that time the committee was working diligently to
find more appropriate facilities space. The allocation of $17,700 covered only
the operation of the inadequate facilities. We knew at the time we made our
budget request last spring that we would have to return to the Commissioners and
ask for more funds after a more appropriate facility had been found. That has
been accomplished. We are here today to request the additional funds necessary
to make the required improvements to the Concord Center on Corban Street and to
provide sufficient funds for current o~erating expenses in all Cabarrus locations.

Our request totals $35,788.

It is important to note that $22,D80 of that total is a one time non-recurring
capital outlay expense. This initial capital outlay is a one-time, start-up
expense for necessary construction and includes costs for electrical, mechanical,
plumbing, etc. A detailed listing of the costs is shown in Attachment II.

The remaining $13,708 of the $35,788 total is the necessary current
operating expenses not covered by last spring's initial allocation of $17,700.
That figure did hot cover the costs of operating the new Corban Street facility
and would not support course offerings p~anned at the Carver Center throughout
the winter months. A detailed analysis of the required operating funds necessary
to support the educational plan for all Cabarrus locations is shown in Attachment
III.
