C. 28025 <br />Dear Mr. Irvin: <br /> <br /> In reply to your letter of November 4th concerning the retaining <br />wall at the Concord Post office, I have tried for years to get some- <br />bodies attention in Cabarrus County and Concord in particular, per- <br />raining to the water running behind the wall, with very little suc- <br />cess. However, I will try to answee~ your consulting engineer's ob~ <br />servationa. <br /> ~2- He states that the face of the wall has fell before and pro- <br />bably will again. It fell when machinery run thru it or cars run <br />thru it and has had to be replaced twice in that section. Some con- <br />struction equipment either owned by county, the Utility company, or <br />paving company that repaved the parking lot after the wall was built <br />is3 the main culprit in any failure that has taken place. If the wall <br />has moved an inch toward the post office, it has done so in the last <br />little while since I've been there, and with the help of some mach- <br />inery orlan automibile. <br /> #3- The wall design does not provide for any fill above the top <br />of the concrete. I am glad to see you consider this a violation. <br />The concrete wall was poured to just above the parking lot surface <br />when it was built. This fill has been added, compacted and paved <br />over with your blessings or behind your back. Would appreciate your <br />help in having this violation removed, as I have no jurisdiction <br />over land behind the wall. This would alleviate ~5 by your engineer, <br />of the 4' higher than designed dirt behind the wall. <br /> I intend to check the brick work to see if someone has knocked <br />it loose and try to find out who did it, if it has been done. <br /> I believe if these violations are rescinded, we can come to a <br />fair agreement on the remedial work to be done. <br /> Three or four years ago, someone else did something with an en- <br />gineering firm and got them to issue scare tactics which caused the <br />post office to move their parking lot. With further study by the own <br />most of it was found to be superficial or guess work. <br /> If you need or would like to talk to me, I'll make arrangements <br />to see you at your convenience, if possible. <br /> <br /> Respectfully, <br /> <br />C.C.
