DEVELOP ['~THODS TO PROTECT CRITICAL ENVIRONmeNTAL AREAS SUCH AS <br />WATERSHEDS, PL~INED I~OUND~.~NT AP~AS, AND FLOOD PRONE AREAS IN ORDER <br />TO RECTIFY CURRENT WATER SHORTAGES AND ~ET CROWING WATER NEEDS OF <br />RESIDENTIAL, CO~RC!AL, AND INDUSTRIAL DEVELOPmeNT; ~D TO PRE~£NT <br />DA~GE TO LIFE OR PROPERTY THROUGH FLOOD HAZARD. <br /> <br />II.flPLE!~NTATION: <br /> <br /> A. The United States Soil Conservation Service in co-operation <br /> with North Carolina Department of Natnral Resources and <br /> Co,nm~unity Development in the process of finalizing plans for <br /> twelve water impoundment structures within the Codd!e-Coldwater- <br /> Dutch Buffalo Creeks ~atershed. The larger structures will <br /> supply much needed flood control, water based recreation, <br /> municiple and industrial water supply, and wildlife refuge <br /> and habitat. Smaller structures planned would also signi- <br /> ficantly reduce do~mstream flood hazard. Every effort should <br /> be made by the County to assist in the planning and funding <br /> of this project. <br /> <br /> B. With the realization that increased growth in the County will <br /> increase paved surfaces (i.e. road parking lots, building <br /> cover, etc.) associated decreases in absortion areas for <br /> run off waters will occur. Therefore, more water will be <br /> channeled into waterways and flooding will result often in <br /> the coming years. A Floodplain Ordinance should be develop- <br /> ed and adopted by the County concomitant with directives of <br /> the Federal Emergency Management Agency. Thereafter, flood <br /> prone areas should be delineated on Zoning Maps so that re- <br /> quirements of the Floodplain Ordinance could be efficiently <br /> enforced for all forms of construction and land use within <br /> the County. <br /> <br /> C. Zoning, subdivision and capitol improvement programs should <br /> discourage intensive development in classified watersheds and <br /> planned water impoundm, ent sites, in order to protect county- <br /> wide water resources. <br /> <br /> D. An on going program to develop and maintain accnrate cadastral <br /> and topographical mapping systems will greatly facilitate <br /> accurate location of identified flood prone areas on develop- <br /> ment plats. This translates into a larger saving for county <br /> government as well as individual property ovmers as it lessens <br /> the needs to re-survey tl~e subject area. <br /> <br /> <br />
