Ill. ENSURE T}!AT TRANSPORTATION FACiLiTIES WILL BE IMPROVED AND UP-
GP~DED IN THE COUNTY THROUG}I CONTINUED THOROUGHFARE PLANNING WHICH
WILL ADDRESS TIlE NEEDS OF EXIST~_NG AND FUTURE DEVELOPMENT. DEVELOP
REGULATIONS AND STANDARDS WHICH WILL SUPPORT THOROUGHFARE PLANS BY
THE PREVENTION OF ENCROACHMENT INTO PROPOSED R!GHT~OF-WAY EXPANSION
AREAS; BY ASSURING THAT THE: TYPE AND LEVEL OF TRAFFIC CAUSED BY NEW
DEVELOPMENT WiLL NOT BE INCOMPATIBLE WiTH EXISTING OR PLANNED LAND
USAGE ALONG ROADWAYS; AND BY iNSURING THAT INGRESS-EGRESS POINTS
ALONG THE ROADWAYS WILL ~OT DETER THE EF.riC!ENT AND SAFE PASSAGE OF
VEHICULAR TRAFFIC THORUGH REGULATION OF '[HE NUMBER AND TYPES OF CURB
CUTS ALONG THE THOROUGHFARES.

IMPLEMENTATION:

A. The North Carolina Department of Transportatiou has develop-
ed a Thoroughfare Plan for the Kannapolis-Concord area pro-
posing improvement and upgrading of major arterial roadways.
This plan has been adopted by the County Commissioners, the
Rowan Board of Commissioners, and governing Boards of Con-
cord, China Grove and Landis.

B. Zoning regulations should ba applied in such a way as to
prevent structural encroachment into areas proposed for
expanded right-of-way by the Thoroughfare Plan.

C. Subdivision regulations should be employed to secure de-
dication of right-of-ways proposed by the Thoroughfare
Plan.

D. Zoning regulations should be applied in such a way as to
assure that the type and level of traffic caused by new
development will non be incompatible with existing or
planned land use. For example, property having access to
arterial roadways only by residential streets should not
be developed indus~ria!ly due to the large volume of heavy
truck tr@ffic it would generate.

In order to prevent roadway conjestion and the premature
need to widen roads (unnecessarily costing the County huge
sums of its yearly highway appropriation), zoning regula-
tions should be applied to restrain strip commercial de-
velopment along major arterial thoroughfares.
