DEVELOP <br />REGULATIONS AND STANDARDS WHICH WILL SUPPORT THOROUGHFARE PLANS BY <br />THE PREVENTION OF ENCROACHMENT INTO PROPOSED R!GHT~OF-WAY EXPANSION <br />AREAS; BY ASSURING THAT THE: TYPE AND LEVEL OF TRAFFIC CAUSED BY NEW <br />DEVELOPMENT WiLL NOT BE INCOMPATIBLE WiTH EXISTING OR PLANNED LAND <br />USAGE ALONG ROADWAYS; AND BY iNSURING THAT INGRESS-EGRESS POINTS <br />ALONG THE ROADWAYS WILL ~OT DETER THE EF.riC!ENT AND SAFE PASSAGE OF <br />VEHICULAR TRAFFIC THORUGH REGULATION OF '[HE NUMBER AND TYPES OF CURB <br />CUTS ALONG THE THOROUGHFARES. <br /> <br />IMPLEMENTATION: <br /> <br /> A. The North Carolina Department of Transportatiou has develop- <br /> ed a Thoroughfare Plan for the Kannapolis-Concord area pro- <br /> posing improvement and upgrading of major arterial roadways. <br /> This plan has been adopted by the County Commissioners, the <br /> Rowan Board of Commissioners, and governing Boards of Con- <br /> cord, China Grove and Landis. <br /> <br /> B. Zoning regulations should ba applied in such a way as to <br /> prevent structural encroachment into areas proposed for <br /> expanded right-of-way by the Thoroughfare Plan. <br /> <br /> C. Subdivision regulations should be employed to secure de- <br /> dication of right-of-ways proposed by the Thoroughfare <br /> Plan. <br /> <br /> D. Zoning regulations should be applied in such a way as to <br /> assure that the type and level of traffic caused by new <br /> development will non be incompatible with existing or <br /> planned land use. For example, property having access to <br /> arterial roadways only by residential streets should not <br /> be developed indus~ria!ly due to the large volume of heavy <br /> truck tr@ffic it would generate. <br /> <br /> In order to prevent roadway conjestion and the premature <br /> need to widen roads (unnecessarily costing the County huge <br /> sums of its yearly highway appropriation), zoning regula- <br /> tions should be applied to restrain strip commercial de- <br /> velopment along major arterial thoroughfares. <br /> <br /> <br />
