Zoning, subdivision, <br /> Capitol Imrpovement Program~ming and health regular:ions should <br /> be co-ordinated co assure that all new development within <br /> the County has an adequate wa~er supply. <br /> <br /> B. The proliferation of package sewer treatment p!anns servicing <br /> urbau type deve!opmenn ~n rural areas should be discourageo <br /> until local government has the ability co monitor operations <br /> more closely. <br /> <br /> C. Floodplain regulations should be developed and strictly en- <br /> forced. <br /> <br /> D. Since soils within Cabarrus County are generally poor for <br /> septic system type waste disposal, rural residential densities <br /> should be low until it is proven that soils within certain <br /> areas are adequate to support median density development. <br /> Zoning regulations should be applied for density control. <br /> <br /> E.
