WHEREAS, the property tax has been and continues to be who major <br /> revenue source for local governments in North CaroLLna; aud <br /> <br /> WHEREAS, it would appear to be in the best interest of State <br />government to assure the continued vitality of the property tax as a <br />major revenue source for local government, and such continued <br />vitality is contingent in parU on continued equitable treatmenU <br />between taxpayers of different types of property such as betvmen <br />railroad proper~y and residential real property; and <br /> <br /> W}{E~AS,it is far more cost effective and effi. cien[ for the <br />State to provide su[ficient resources and manpower .to finance and <br />coordinate the legal defense of challenges to t;he property tax; <br /> <br /> NOW, TllEREFORE, BE IT RESOLVED that the Nort:h Carolina Couety <br />Attorneys' Association respectfully urges Governor James B. Hunn, Jr. <br />to use his offices to secure greater fi. nancia! resources either to <br />be made available to aid the Attorney General's office in providing <br />a coordinated legal defense or to pay outside legal counsel ~o provide <br />such defense, both for the appeal stage of the railroads' 1.980 tax <br />year lawsuit and for similar lawsuits such as the railroads' 1981 <br />tax year lawsuit and the motor freighU carriers' 1980 and 1981 <br />years' lawsuit. <br /> <br /> FURTHER,BE IT RESOLVED that Governor }tunc is urged ~o secure <br />funding for additional staff for the Ad Valorem Ta>: Division. <br /> <br /> FURTHER, BE IT RESOLVED that the North Carolina County Attorneys' <br />Association respectfully urges Attorney General Rufus Edmisten ~o <br />use his offices to assign additional manpower to serve as legal <br />counsel in defending these lawsuits which challenge the level of <br />assessment of certain property in ]relation to all other properties <br />in the several counties. <br /> <br /> FURTHER, BE IT RESOLVED that the Notch Carolina County Attorneys' <br />Association respectfully urges Secretary of Revenue Mark Lynch to <br />use his offic~ co assign additional manpower to the Ad Valorem Tax <br />Division to provide increased technical assistance to the counties <br />to improve their assessment practices. <br /> <br />Adopted this the Thirteeeth Day of February, 1982 in Chapel Hi!l, <br />North Carolina. <br /> <br /> ~I-[ Mayo, President ........................... <br /> Beaufort Count'y Attorney <br /> <br />North Carolina County / .~' 2~ <br />Attorneys Association f.~ &.t~ <br /> <br /> Bob]~Tton, First Vice Pre~ <br /> Cleveland County Attorney <br /> <br /> <br />
