9. A Technical Coordinating committee shall be estab-- lished with the responsibility of general review, guidance, and coordination of the transportation planning process for the planning area and with the responsibility for making recommendations to the respective local and State gover~mental agencies and the Transportation Advisory Committee regarding any necessary actions relating to the continuing transportation planning process. The TCC shall be responsible for development, review, and recommenda- tion for approval of the Prospectus, Unified Work Program, Transportation Improvement Program, Federal-Aid Urban Systems and Boundaries, revisions to the transportation plan, planning citizen participation and documentation reports of the transportation study. Membership of the Technical Coordinating Conm]ittee shall include technical representatives from all local and State governmental agencies directly related to and concerned with the transportation plarn]ing process for'the planning area. Initially, the membership shall include, but not be limited to, the following: a. Planning Director, city of Concord; b. Director of Public Works, City of Concord; c. Landis and China Grove Planner, Rowan Munici- pal and County Planning Board d. Director of Planning, Cabarrus County; e. Director of Planning, Rowan County; f. Kannapolis Representative; g. Director, Centralina Council of Governments; h. Division Engineer, DJ. vision Nine, Division of Highways, North Carolina Department of Trans- portation; i. Division Engineer, Division Ten, Division of Highways, North Carolina Department of Trans- portation; j. Director, Public Transportation Division, North' Carolina Department of Transportation; k. Concord-Kannapolis Study Coordinator, Planning and Research Branch, Division of Highways, North Carblina Department of Transportation;
