In reviewing ~is request, I have completed the following steps: <br /> <br /> 1) Contacted Mr. Roy Bro~%, State Bureau of Investigation - Private <br /> Protection Services Division, to verify licensing of Spectrum Sales <br /> employees and compliance with North Carolina Priva[e Protection <br /> Regulations. <br /> <br /> 2) Contacted Mr. Howard Scarboro and Mr. Terry Black of the Cabarrus <br /> County Sheriff's Department to ascertain past history of coopera- <br /> tion from representatives of Spectrum Sales Corporation. <br /> <br /> 3)Contacted ~. Ken Blac~elder, Spectrum Sales Corporation, regarding <br /> the monitoring equipment proposed for Cabarrus County. <br /> <br /> 4)Contacted other law enforcement agencies to determine how alarms <br /> are handled in their jurisdictions. <br /> <br /> The principal officers of Spectrum Sales Corporation are Mr. Ken Blac~elder of <br /> Kannapolis and Mr. Henry Morton of Wadesboro. Both are licensed with ~he North <br /> Caroline State Bureau of Investigation's Division of Protection Se~ices. Accord- <br /> ing to officials of the S.B.I., there has not been any complaints filed regarding <br /> either of these men. Further examination of records at the S.B.I. offices in- <br /> dicated tha~ Mr. Blackwelder was previously employed by T & K Enterprises which <br /> went out of business. No negative comments were filed under T & K Enterprises. <br /> Records showed that the robson for the company going out of business was disagree- <br /> ment between the principal officers of the company. ~ <br /> <br /> <br />
