Mr. Charles Mc~innis
Page 3
April 29, R982

There are a number of options open to governmental units regarding alarm monitor-
ing. Which option to choose depends on availability of private companies, number
of alarm calls per year= number of false alarms per year, manpower resources, as
well as other equally important considerations. Examples of options include
elimination of alarm monitoring by law enforcement, acceptance of only "dialer
alarms", monitoring of specific types of alarms only, monitoring only business,
monitoring only financial institutions and others, The choice is dependent on
citizen needs, governmental resources and availability of services. An analysis
of Cabarrus County's needs can be conducted to determine what would best serve
the County.

I am enclosing a copy of an alarm study conducted by me for the City of Salisbury.
This should give you some idea of what is involved and what factors should be
considered Before choosing what action to take.

If I can be of further assistance to you in this matter, feel free to contact

me.

Sincerely,

Criminal Justice Planner

CB/pwb

Enclosure
