Howard ~
Chairman, Co~ittee on Public Works
and Transpor tftion
House of Representatives
WashinSton, D. C. 20515 ~11. -..¢,: '~"~1~

Dear Mr. Chairman:

This is in reply to your letter of April 22, 1982, designated as Docket
Number 2220, requesting our views about the desirability and justification
of a study of Rocky River, North Carolina.

Rocky River is located in the south-central Piedmont area of North Carolina,
T~e headwaters are located west of Kannapolis in Iredetl County and from
there the river ruos generally southeastward for about 70 miles to its con-
fluence with the Pee Dee River. The upper reach traverses a heavily
dustrialized area in Cabarrus Connty near the cities of Kannapolis, Concord,
~nd Charlotte. The lower reach forms the count), line between Stanly, Union,
and Anson Counties. The total drainage area of Rocky River Basin is 1,4t3
square miles.

The State 'of North Carolina completed a Level B study of th~ Yadkin Pee Dee
River Bas~ i~ ~98~ tm~er sponsorship o~ the ~ater R~sources Co~cil. This
study identified several potential multipurpose reservoir sites and recom-
mended that local interests request Corps of Engineers assistance in devel-
opment of the si~e~. Daring recent meetings between the State, Corps, and
municipal and county officials, the local ~overnments~ particularly Cabarrus
and Union Counties, indicated a strong interest in and support for a Corps
study with emphasis on reservoirs for flood control and water supply.

Reservoirs on Rocky River for flood control and hydropower have been con-
sidered in earlier Corps studies. These studies indicate a significant flood
problem and a gbod potential for bydropow~r development. The State's Level
B study identified substantial municipal aod industrial water supply needs,'
particularly in the cities of Charlotte, Monroe, and Concord and in the
counties of Cabarrus, Union, amd Meckl~mburg. Local officials verified these
