ttonorable James J. Howard

needs during recent meetings predicting critical water supply problems by
1990. Preliminary considerations and field observations indicate a good
potential for multipurpose reservoir development.

Based on the above, it appears tB~t a study of Rocky River is warranted,
The Little Pea Dee and Pee Dee Rivers, South Carolina and North Carolina
study, authorized by a resolution of the House Committee on Public Works
and Transportation, adopted Novmnber 14, 1979, appears to provide adequate
authority for the desired study and provides for an evaluation of a reservoir
on Rocky River. However, if it is deemed advisable to authorize a study,
the necessary authority could be provided by adoption of a resolution
similar tn the attached draft. This authority could be combined with the
outstanding authority at no increase in oost or time.,

Sincerely,

3 Incl E.R. HEIBERG III
1. Ltr rrm Cong.
