See. 9. Unlawful killin$, releasing, etc., of certain animals. It shall be unlaufnl for any person to kill or release any animal auder observation for rabies, ally animal suspected of having been exposed to rabies, or any animal biting a human, or to remove snch animal from the comity without written permission from the Animal Costrol Department and rim County Director of Public Health. It shall be anlawfnl for any person to fail or refnse to snrreuder any animal for quarantine er destruction as required in this article, when damned is made therefore by the Animal Control Department. Generally._ Any dog which appears to be lost, stray nr nnwanted, and which is fonnd to be not wearing a currently valid rabies vaccination tag, as required by stat:e shnll be impounded hy the Aiiimal Control Depart,neat and confined in an an'iron] shelter in a humnne mann6r. Imponndmenr of such an animal shat1 not relieve the owner thereof from ney penalty which may be imposed for violation of this Sec. 2. Notice to owner. Immediately upon impounding an nnimal, the Animal Control 1)epartmeet shall make reasonable effort to notify tho owner nnd inform such owner of the conditions whereby the animal may be redeemed. If the owner is unknown or cannot be l.ocated, ilnpoundment shall be three (3) days (or longer at- tile discretion of the aoimal conerol officer.) Sec. 3. .RedemEtipn by owner generall.~_ (a) Tile owner of all animal imponsded under this article may redeem the animal anti regain possession thereof within three (3) (lays nfter impoundment is ioitiated, by complying with ail applicable provisions of [bis chapter aad paying a redemption fee, ally necessary veter~llarJ;m's fee, lind a daily boarding fee at a rate to be determined by resolntion of [he Board of Coonty Commis- sioners. Fee rates shall be available for public inspection ia tile office the Clerk to the goard of County Commissioners and the Cabarrus County Animal Shelter. (b) No animal owner may be permitted to ~dopt hi~ own animal under the prov~sions of this section, bnt he must comply mith the provts~ons of section 3a this article.
