McGinnis:

The Cabarrus County Parks and Recreation Advisory Commission met in
regular session on September 30, 1982. During this meeting the Commission
past several resolutions recommemding action to you and the Cabarrus Board
of Commissioners. The following is a summary of those resolutions past by
the Recreation Commission.

Resolution 1-The Recreation Commissioners voted unanimously to table
the pursuit of land acquisition of the Re6d Mine Historic
Site, proposed several months as a regional park site
and a horse trail facility. The board felt that the
initial cost of development was prohibited at this time
in terms of priorities already established in 1980 by
the adoption of Cabarrus County Parks and Recreation
MasterPlan. Therefore, the Commission recommends that
the Board of County Commissioners not pursue the land
acquisition of this site at the current time.

Resolution 2-The Recreation Commission approved a resolution to
rescindaction taken in their August 26 meeting concerning
the Recreation Department's Matching Grants Policy. As
you may recall, the board voted to remove the $7,500
limit from the grants program, by ammending section D-3
of the grant policy. Since you found this unacceptable,
the board would like to recommend the limit be increased
from $7,500 to $15,000 per Grant Application per funding
cycle. This is felt necessary because of the inflationary
cost of the past several years that have increased the cost
of construction in most of the areas where the grants apply.
