As you are validating pending applications, we recommend that you "flag" <br /> two types of cases: <br /> <br /> a. Those pending six months or more; and <br /> <br /> b. Those in which there were delays by both the county department and_ <br /> the applicant. <br /> <br /> We will be issuing additional instructions in January which will affect <br /> <br /> Validate immediately the counties' procedures for informing applicants about <br /> information needed to process applications. Instructions were issued in <br /> DSS Administrative Letter D-1-83. <br /> <br />3. Date-stamp upon receipt all documents used ~n processing applicaeions. This <br /> procedure must be in place i~mediately. Instructions were issued in DSS <br /> Administrative Letter <br /> <br /> &. Take appropriate action immediately including training, supervisory reviews, <br /> etc.. ~o ensure on-going compliance with all the provisions of the order and <br /> correct coding on the DSS-2242. <br /> <br />5. Implement revised manual and reporting requirements upon receipt of written <br /> instructions. We will issue instructions in December 1982, and January 1983. <br /> <br />6, Establish a suspense system to ensure that penalty, payments are made to <br /> eligible applicants upon receipt of written instructions. We will issue <br /> instructions in 3anuary 1983. <br /> <br /> 7. Attend training sessions scheduled in January 1983, provided by state staff. <br /> <br />Both the state and counnies must have completed the tasks described above and <br />have implemented all provisions of the order by February <br /> <br />We are confident that through our cooperative efforts we can achieve compliance by <br />the I:ebruary 1 deadline. 'fo ~inimize penalty payments and further action on the <br />part ut the court, it is critical that county departments assess their appl~catio~l <br />processing procedures and take appropriate action to comply w~th all provisions <br />the order.
