Page 1 iNSTRUCTIONS TO BIDDERS All equipment and materials furnished under these specifications shall be free from all defects and shall operate smoothly after being set up for operation. Bidder must submit manufacturer's warranty against defects in materials and workmanship covering the equipment bid upon. Delivery of equipment shall be made f.o.b. County Parks and Recreation Department, 755 Cabarrus Avenue West, Concord, N.C. 28025, complete and ready for operation unless otherwise specified. · The Board of County Commissioners reserves the right to 'reject any or all bids should they deem it to be to the best interest of Cabarrus County and to waive technicalities and irregularities. If bid is not in strict accordance with tire specifications bidder must list all exceptions, otherwise, it is fully unders]tood he will furnish equipment exactly as specified. We reserve tile right to allow or disallow minor deviations from specifi- cations in order to purchase what is best for the County from the standpoint of quality and price. CONSIDERATIONS 1N AWARD OF CONTRACT: Award will be made on tile most advantageous bid, ~-~ ~e-~-~-u~ ~-bas-~l~7, ~king into consideration the responsibility oF the bidder, and tile materials, supplies or equipment deemed to be best adapted to tire uses of tile various agencies, as interpreted by the Board of Commissioners. Proper considera- tion will be given to modern accepted practices, engineering, design, efficiency and workmanship, maintenance costs, serviceability and other pertinent data. Performance, based on previous~use of the same equipment or of equipment used previously by the County made by tile same manufacturer, along witll parts inventory and availability of service will be a determining factor in tile award of the contract. INFORMATION TO BE FURNISHED: Bidder must submit with bid detailed specifications, circulars and all other necessary data on the equipment ire proposes to furnish. If the equipment offered differs from the minimum provisions contained in these specifications such differences must be explained in detail and bid will receive careful consideration if such deviations do not depart from the intent of these specifications and are to the best interest of the using agency as interpreted by the Board of Commissioners. Contractor must instruct Cabarrus County personnel in proper operation of the equip- ment. Equipment listed for Trade-In, if any, may be examined at County Courtbouse, or at whatever point is specified elsewhere. Equipment listed for trade-in is represented simply "as is" and "where is". Such equip- ment will be released ~o contractor in same condition as when examined except for normal wear and tear. The County reserves the right to require a demonstration of tile equipment bid which is to be at no cost to Cabarrus County. If the bidder cannot make a demonstration with- in 20 days after being requested to do so, the bid may be rejected. Performance of tile equipment at tbe time of the demoustration will be a factor in the award of the contract. Demonstrations, if called for, must be made with the same model and style of equipment as that bid. The County may or may not require the demonstration at tire same time competitive demonstrations are made.
