AN AGREEMENT BETWEEN LOCAL UNITS OF GOVERNMENT CREATING A JOINT PARK <br />CO}hMISSION TO BE KNOWN AS THE CABARRUS-ROWAN PARK COMMISSION. <br /> <br /> WITNESSETH <br /> <br /> WHEREAS, Cabarrus and Rowan Counties (referred to herein, together <br /> <br />with any other local government that may become a party to this Agreement <br />as the "Participating Units") wish to cooperate to provide jointly park <br />services and facilities for t~e welfare of their citizens, and to provide <br />jointly recreation programs at such parks, and <br /> <br /> WHEREAS, pursuant to G.S~ 153A-444, G.S. 153A-445, Article 18 of <br /> <br />Chapter 160A and Article 20, Part l of Chapter 160A, cities and counties <br />may enter into undertakings to establish joint agencies to provide their <br />citizens park and recreation services aad programs, and <br /> <br /> ~]EREAS, the Participating Units wish to establish a joint agency <br /> <br />to be known as the "Cabarros-Rowan Park Commission," as provided f~rther <br /> <br />in this agreement, <br /> <br />NOW, THEREFORE, the Participating units agree as follows: <br /> <br /> 1. Cabarr,.~s-Rowan Park Commission Created <br /> <br /> The joint "Cabarrus-Rowan Park Commission" (hereinafter <br /> <br /> called the Commission) is established. <br /> <br /> 2. Compositioe, Organization, Nature, Powers and Duties <br /> <br /> A. Commission Membership and Compensation <br /> (1) The Ccnamlssion's size shall vary according to the <br /> a~mber of Participating Units.
