Because one of the basic objectives of the Land aed Water Conservation Fued Act is to enhance and increase the nation's outdoor recreation resources, it is the intent of the parties hereto that recipients of assistance will nsc morales granted hercdmder fo'r the purposes of this program, and that assistance granted from the Fund wilt result in u nec increase, commensurate at least with the Federal'cost- share, ie a participant's ol~tdoor recreation. It is intended hy both parties hereto that assistance from the Fnnd will be added to, rather than replace or be substituted for local outdoor recreation funds. IV. REIMBURSEP~NT OF PROJECTS COSTS A. The Applicant agrees to maintain and make available at pt'oper times to the State and to the Director accurate records of all expenditures for costs applicable to tl~is agreement, and to s,bmit properly certified billings for such costs on forms prescribed ~)y the State and supported by detailed data sheets which will facilitate the audit of the Applicant's financial records. Complete accoonting records, including original invoices, payrolls, contracts, or other doc.meats clearly showing the nature and property of all costs incurred under ti{is agreement, shall be retained by tl~e App]icant for a period of thre'e years following project completion. All accouuting records and supportiag documents w~ll clearly show the numher of the project to which thFy are applicable. B. The State agrees to reimburse to ~he Applicant all Federal funds paid to the State as reimbursement of costs incurred by the Applicant under the terms of the above referenced Project Agreement. C. The Applicuut agrees to refund to the State sobseqnent to audit of the project fieancia] records hy the tleritage Conservation aed Recreation Serivce any funds required to be refunded to the Heritage Conservation and Recreation Service on account of audit exceptiones. D. Project costs eligible for' assistance shall be determined upon the basis of the criteria set forth in the Hauual. V. PROJECT TERMINATION A.
