Designation of Adminissra[or <br /> <br />The Cabarrus Count}, Director of Planning, or bis designate, is hereby appointed to <br />administer and ilnplement this ordinance by granting or denying development permit <br /> <br />to, tile follol,,ing: <br /> <br /> (1) Permit Reviet~ <br /> <br /> (a) Revie%~, all development permits to determine that the permit require- <br /> <br /> (b) Advise permitee that additional federal or sca£e permits may be re- <br /> quired, and if specific federal oY scaEe permits are kno~,ql, require <br /> that copies of such permits be provided and maintained on file with <br /> tile development permit. <br /> <br /> (c) Review all development permits to determine if proposed development <br /> adversely affec,ts the flood-carrying capacity of the flood plain <br /> <br /> to adjacent properties because of rises in flood stages attributed <br /> to physical changes of the channel and the adjacen£ overbank areas. <br /> <br /> (i) If it is deter~nined that there is no adverse affect, and the <br /> development is not a building, then the permit shall be grant- <br /> <br /> (ii) If it is determined that there is an adverse affect, then technical <br /> justification (i.e., a registered professional engineering <br /> nsalysis) for tile proposed development shall be required. <br /> <br /> (iii) If the proposed development is a building, then the provisions <br /> of this ordinance shall apply- <br /> <br /> (2) Information to be Obtained and Plaintained <br /> <br /> (a) Verify and record the actual elevation (ill relation to Nean Sea Level) <br /> of the lo%~est floor (including basement) of all new or substantial <br /> <br /> (b) Verify mild record the actual elevation (in relation to l.lean Sea Level) <br /> <br /> proofed. Certification of such flood-proofing shall be obtained in <br /> accordance with Article 5, Sect$on B (lb). <br /> <br /> (c) All records pertaining to ~he provisions of this ordinance shall be <br /> maiatained in the office of tile Cabarrus Cousty Director of Planning <br /> <br /> 5 <br /> <br /> <br />
